On average there are about 11,000 firearm homicides every year. While there are deaths resulting from
accidental discharges and suicides, this document will focus on intentional firearm homicides. Fatalities
from mass shootings (those with 4 or more victims in a particular place and time) account on average for
35 fatalities per year. Policies that address the larger firearm homicide issue will have a far greater
impact even if they do not address the particular issues of mass shootings.
This document provides a cursory summary of select initiatives to reduce firearm violence and an
assessment of the evidence for the initiative.

What got us to a time when the mainstream media thinks it’s a non-story that Chicago rated dead last in federal prosecutions of gun crimes while it earned the gruesome distinction of being the murder capital of the U.S.? Why is it that the National Rifle Association (NRA), a civil-liberties group with four-million-plus members, has to call journalists out for not reporting bloody and startling facts?

Last Sunday on NBC’s “Meet the Press” Wayne LaPierre, executive vice president of the NRA, held up a print out of a study done by Transactional Records Access Clearinghouse (TRAC), a data-gathering and research organization run by Syracuse University, that found that out of 90 federal jurisdictions, in 2012 Chicago ranked last for prosecuting bad guys with guns. LaPierre asked, “Do you know where Chicago ranks in terms of enforcement of the federal gun laws? Out of 90 jurisdictions in the country, they ranked 90th. Why doesn’t NBC News start with, ‘Shocking news on Chicago. Of all the jurisdictions in the country, Chicago’s dead last on enforcement of the federal gun laws?’ Why doesn’t the national press corps, when they’re sitting down there with Jay Carney and the president and the vice president, why don’t they say, ‘Why is Chicago dead last in enforcement of the gun laws against gangs with guns, felons with guns, drug dealers with guns?’”

“Meet the Press” host David Gregory didn’t even shrug. He simply changed the topic with a question. Later, Gregory’s three liberal guests wouldn’t address the lack of prosecutorial zeal either.

However, David Burnham, co-director of TRAC, says LaPierre “had it 100 percent right. On a per-capita basis Chicago ranks dead last for prosecuting gun crimes.” Burnham explained that according to case-by-case U.S. Justice Department information obtained under the Freedom of Information Act (FOIA) requests by TRAC, there were 52 prosecutions in Illinois North (Chicago) in 2012, or 5.52 per million in population. By this measure, compared with the 90 federal judicial districts in the U.S., the prosecution rate in Chicago was the lowest.

If they prefer Shari ‘a Law, then we advise them to go to those places where that's the state law. Russia does not need minorities. We better learn from the suicides of America, England, Holland and France, if we are to survive as a nation. The Russian customs and traditions are not compatible with the lack of culture or the primitive ways of most minorities. When this honourable legislative body thinks of creating new laws, it should have in mind the national interest first, observing that the minorities are not Russians."

Fox News and The New York Daily News are reporting that a law enforcement source has said that Connecticut police believe the Sandy Hook elementary school spree killer specifically chose the "gun free" zones because he knew there would be no resistance.

Referring to a 7' x 4' spreadsheet produced by the little coward in tiny 9-point font, documenting past mass killings and attempted murders, the official stated:

"We were told [the little coward] had around 500 people on this sheet," a law enforcement veteran told the newspaper. "Names and the number of people killed and the weapons that were used, even the precise make and model of the weapons. It had to have taken years. It sounded like a doctoral thesis, that was the quality of the research.

..."They don't believe this was just a spreadsheet. They believe it was a score sheet," the unidentified career cop told [columnist Mike] Lupica. "This was the work of a video gamer, and that it was his intent to put his own name at the very top of that list. They believe that he picked an elementary school because he felt it was a point of least resistance, where he could rack up the greatest number of kills. That's what (the Connecticut police) believe.

The unidentified officer also told Fox News that investigators also believe the little coward's affinity for violent video games influenced his determination not to be killed by responding officers.

400 Ohio teachers, administrators and school board members attend seminar on school violence

On Saturday, March 16th, a group of 400 teachers, administrators and school board members gathered at Villa Milano in Columbus, Ohio to listen to Lt. Col. Dave Grossman talk to them about violence. It was the most powerful event I have ever witnessed and a day which will remain in my mind for as long as I walk this earth.

These were not "gun nuts," as the media likes to call those who devote time to improving the life saving skill of marksmanship, but rather teachers, coaches, and principals who work with our kids every day, and love our kids and will sacrifice everything for them, just as those in Newtown, Connecticut did for their students.



Col. Grossman started with a basic talk about safety. He compared how we prepare for fire in our schools to how we prepare for violence, and then asked attendees to look at the results.

The clear lesson is that we have worked hard to address the real issues of fire and have done a great job reducing risk. But our society has clung to failed ideas on violence, and introduced new ideas that have proven to fail our kids in their time of need, and thus we have not done a good job of protecting them from violence. We must change.

Grossman talked about school killers like those in Columbine and Newtown, but he also talked about terrorism like Beslan, Russia. He explained why it is likely that we will see such horrific events here, especially if we don't change how we protect our kids. Some seemed shocked at just how much worse than Newtown it can be. One person walked out of the room crying, took a deep breath, composed themselves, and returned to continue learning. Our teachers are bravely confronting the reality of our situation. We are lucky to have such people caring for our children all day.

These educators went home better informed about the true dangers we face. They understand the issues, the problems and the solutions. They are determined to make changes in their schools, not just for their own lives, but for society's kids. Many districts are supporting real change, but many others are not. Teachers are asking for your support to convince your school district to have people inside every building who can stop an active killer quickly.

What is the problem with background checks?



1. Rights protected by the Constitution are not subject to the whim of a bureaucrat.
2. Gang bangers, terrorists and folks deprived of their gun rights will not submit to background checks, so the only people playing this game will be people who will pass anyway.
3. The easiest way to start building a national gun registry is to keypunch in every gun that transfers ownership.
4. If all gun transfers must pass through a centralized hub, the background check, then whoever controls the hub can stop gun sales, transfers at their discretion.
5. The background check bills will eliminate the American gun shop, which is more than commerce, in fact the gun shop is a staple of our culture.

Justice to Invest $20 Million in Firearm Backgound Check System Improvements

The Justice Department's Office of Justice Programs (OJP) is planning to invest more than $20 million to strengthen the firearm background check system by improving states' abilities to share information with the National Instant Criminal Background Check System (NICS). OJP's Bureau of Justice Assistance (BJA) and Bureau of Justice Statistics (BJS) are providing funding for three grants to support state, territorial and tribal efforts to reduce information gaps and make instantly available to NICS all records prohibiting the purchase or possession of firearms.

FAA to close 149 air traffic control towers to meet required budget cut

Gun Rights Groups Sue New York Over SAFE Law

A coalition of New York firearms groups and the National Rifle Association have filed suit in U.S. District Court in Buffalo against New York Governor Mario Cuomo, Attorney General Eric Schneidermann and others, asking for injunctive relief from the recently passed Secure Ammunition and Firearms Act (SAFE). The lawsuit also names State Police Commissioner Joseph A. D'Amico, Erie County District Attorney Frank A. Sedita and Lancaster Police Chief Gerald J. Gill. "Governor Andrew Cuomo and the New York State Legislature usurped the legislative and democratic process in passing these extreme anti-gun measures with no committee hearings and no public input," said Chris W. Cox, executive director of NRA's Institute for Legislative Action in a prepared statement. "This obvious disrespect for New Yorkers and their Second Amendment rights will not be tolerated." The NRA is joined in the action by the New York State Rifle and Pistol Association, the Westchester County Firearms Owners Association, Sportsmen's Association for Firearms Education, New York State Amateur Trapshooting Association, Bedell Custom, Beikirch Ammunition Corporation, Blueline Tactical & Police Supply, and three individual citizens. No timetable announced - yet- for hearings on the suit.

At a time when all of us are finding ourselves doing more with less, a reminder about a resource available from New York State that can assist you in your efforts to solve cases, prevent crime and better serve and protect your communities.

The state has established a toll-free tip line - 1-855-GUNSNYS (1-855- 486-7697) to encourage residents to report illegal firearm possession. The tip line also allows for information to be submitted via text -- individuals can text GUNTIP and their message to CRIMES (274637). While the state will provide the administrative support and fund the rewards, the investigation and validity of the tip will be up to each local department.

To spread the word about this free resource, New York State is planning a comprehensive campaign, including public service announcements that will air on television and radio stations across Upstate.

The tip line can provide your agencies with another avenue for receiving intelligence about crimes being committed in your jurisdictions. This initiative is designed for communities where no tip lines are in place and is not meant to replace existing gun tip lines.

Here's how the tip line operates:

The New York State Police staff the tip line 24 hours a day. Upon receiving a call, troopers will solicit as much information as possible regarding a firearm tip, while allowing the individual to remain anonymous. The caller will be informed that this program is not the traditional gun buyback program but rather is focused on identifying individuals who are carrying an illegal firearm.

The State Police will in turn contact the appropriate police agency with the lead to initiate an investigation. Staff from the Division of Criminal Justice Services (DCJS) will follow up with that agency to determine the validity of the lead. Once the investigation is completed, the police agency would convey to DCJS the outcome of the investigation.

If the information leads to an arrest for the illegal possession of a firearm, the anonymous 'tipster' will be awarded $500. DCJS staff will handle all of the financial transactions.

State Police staff will explain the program in its entirety upon notifying an agency that a lead has been generated for their jurisdiction. If you have any questions in the interim, please contact DCJS Deputy Commissioner Tony Perez in the Office of Public Safety at 518-485-7610.

Colorado Utopia




Colorado Gov. John Hickenlooper signed into law "three sweeping gun-control measures" yesterday.

The bills become law July 1, mandating background checks for all private sales and transfers, make gun buyers pay for those checks, and bans magazines with a capacity of 15 rounds. According to a letter from Magpul, the bill also bans any magazine that can be "readily converted" to a banned capacity.

Does this now mean that all magazine are banned? One would think so!  Thus all firearms; except for single or double shot are now illegal??

You may have seen Milwaukee County Sheriff David Clarke on the national airwaves tell residents to take a firearms safety class, get a gun and be prepared to stand up against criminals.

At the same time you may have seen Milwaukee Police Chief Ed Flynn on Capitol Hill testifying before Congress that private citizens don’t need guns. This is just a recipe for mudslinging in the genteel urban environs of southeastern Wisconsin. I mean, it’s Milwaukee; birds are singing, rainbows grace the sky. Wait! Was that a unicorn?

You just wouldn’t think the home of Laverne and Shirley would be all jacked up over the opposing statements of the two top law-enforcement officers. But there you have it. Both sides appear to be choosing up teams and putting on armbands.

The things that really upset me are the repeated claims by media members and others in the community that Sheriff Clarke is somehow being irresponsible by suggesting citizens “take a safety class” and get a firearm for personal protection. I mean, for God’s sake, Joe Biden suggested people grab a shotgun and fire blindly out a window in order to scare prowlers away. Let’s think about that. First of all, it breaks one of the cardinal rules of firearms safety: Know your target and what is beyond it. If there is a practical definition of negligence, telling someone to fire blindly is it.

Take a look at my responses/questions to his letter.


Thank you for taking the time to write.  I have heard from many Americans regarding firearms policy and gun violence in our Nation, and I appreciate your perspective.  From Aurora to Newtown to the streets of Chicago, we have seen the devastating effects gun violence has on our American family.  I join countless others in grieving for all those whose lives have been taken too soon by gun violence. - no such thing as gun violence - there is violence that is commited using tools such as hammers, knives, and firearms - please get your facts straight.

Like the majority of Americans, I believe the Second Amendment guarantees an individual right to bear arms.  In this country, we have a strong tradition of gun ownership that has been handed down from generation to generation.  Hunting and sport shooting are part of our national heritage.  Yet, even as we acknowledge that almost all gun owners in America are responsible, when we look at the devastation caused by gun violence—whether in high-profile tragedies or the daily heartbreak that plagues our cities—we must ask ourselves whether we are doing enough.

While reducing gun violence is a complicated challenge, protecting our children from harm should not be a divisive one.  Most gun owners agree that we can respect the Second Amendment while keeping an irresponsible, law-breaking few from inflicting harm on a massive scale.  Most also agree that if we took commonsense steps to curtail gun violence, there would be fewer atrocities like the one that occurred in Newtown.  We will not be able to stop every violent act, but if there is even one thing we can do to reduce gun violence—if even one life can be saved—then we have an obligation to try. - if you would prosecute criminals and use captain punishment for those criminals that cause this damage and required that the media not use their names - I am sure this might help with the violence in this country - once again - no such thing as gun violence - there is violence that is commited using tools such as hammers, knives, and firearms - please get your facts straight. 

That is why I asked Vice President Joe Biden to identify concrete steps we can take to keep our children safe, help prevent mass shootings, and reduce the broader epidemic of gun violence in this country.  He met with over 200 groups representing a broad cross-section of Americans and heard their best ideas.  I have put forward a specific set of proposals based off of his efforts, and in the days ahead, I intend to use whatever weight this office holds to make them a reality. Yes, your VP told people to break the law - go out on your back porch and fire a double barrel shotgun (which is illegal in most communities) - so much for your administration knowing the laws of the land!

My plan gives law enforcement, schools, mental health professionals, and the public health community some of the tools they need to help reduce gun violence.  These tools include strengthening the background check system, helping schools hire more resource officers and counselors and develop emergency preparedness plans, and ensuring mental health professionals know their options for reporting threats of violence.  And I directed the Centers for Disease Control to study the best ways to reduce gun violence—because it is critical that we understand the science behind this public health crisis. - background checks - what a joke - those that commit crimes break the law - like they would submit - you have a check system now that will not prosecute those that are violation - so much for enforcing the laws of the land!

As important as these steps are, they are not a substitute for action from Congress.  To make a real and lasting difference, members of Congress must also act.  As part of my comprehensive plan, I have called on them to pass some specific proposals right away.  First, it is time to require a universal background check for anyone trying to buy a gun.  Second, Congress should renew the 10-round limit on magazines and reinstate and strengthen the assault weapons ban.  We should get tougher on those who buy guns with the purpose of selling them to criminals, and we should impose serious punishments on anyone who helps them do this. - it is my right to purchase items - since you want to limit size and what I can purchase - what is next - how much gas I can purchase, how much food, how much whatever? You are missing the point - enforce the law of the land right now and I believe things will improve.

These are reasonable, commonsense measures that have the support of the majority of the American people.  But change will not come unless the American people demand it from their lawmakers.  Now is the time to do the right thing for our children, our communities, and the country we love.  We owe the victims of heartbreaking national tragedies and the countless unheralded tragedies each year nothing less than our best effort—to seek consensus in order to save lives and ensure a brighter future for our children. - Lets put your children in a public school - not the private one that already had armed security or support each school district to fund armed security!

Anti-gun rights legislation continues to move through both state and national legislatures. In Washington, the Senate Judiciary Committee has passed a pair of bills on to the full Senate. Despite efforts to reach some sort of agreement, Sen. Charles Schumer's "Fix Gun Checks Act" has been passed out of committee by a straight 10-8 party line vote despite objections that the bill had "numerous examples of flaws.....that same Judiciary Committee is expected to consider California Senator Dianne Feinstein's "Assault Weapons Ban of 2013 (S.150) tomorrow (Thursday). There are several amendments expected, but committee Chairman Patrick Leahy (D-VT) says he plans to conclude work on the bill this week. Feinstein's S 150 would ban all modern sporting rifles with a detachable magazine and any of these features: pistol grip, forward grip, folding, telescoping or detachable stock, or threaded barrel. It would also ban magazines of more than 10 round capacities. There's no sunset provision on this bill, so the bans would, essentially, be permanent. Once again, that bill is expected to be passed out of committee on a straight party vote....Colorado legislators don't seem to be budging on their intent to pass a ban on magazines holding more than 15 rounds- despite the fact magazine manufacturer Magpul and its key suppliers have said they'll leave the state should that legislation pass. The magazine bill was one of five passed out of the Colorado Senate on Monday, but it's headed back to the Colorado house for another vote because of changes made in the senate....and it's too-early yet to say if the record turnout of gun owners and industry leaders in the Connecticut state capitol on Monday will sway the legislators from passing some-or all- of eleven proposed gun control bills. Hearings resume tomorrow (March 14) before the General Assembly's Public Safety and Security Committee. Senate Bill 1076, banning modern sporting rifles and mandating gun registration are on that agenda.

Connecticut news station sets the record straight on the AR-15


This news report from Connecticut is a great one to share with people who are still under the false impression that the "AR" in AR-15 means "assault rifle," that these guns are fully automatic, that they can shoot faster than a handgun, etc. etc.

Northwest Ohio school employees join area law enforcement for 16 hour active killer training class in Williams Co. school


On the weekend of March 2 and 3, both Buckeye Firearms Foundation President Jim Irvine and I were privileged to attend an Active Killer in Schools training course in the Williams Co., OH community of Edgerton.

The training was conducted by the Tactical Defense Institute (TDI), a world-renowned training facility based in Adams Co., OH that is owned and operated by former SWAT Team commander John Benner.

There were more than 70 people in the 16 hour class. I didn't take an official count, but I would estimate that somewhere north of half were school employees.

Sen. Joe Uecker introduces legislation to close media access loophole


The Dayton Daily News is reporting that Ohio Senator Joe Uecker (R) has introduced Senate Bill 60, legislation that would close the media access loophole that currently allows journalists to view the private, personal information of persons who have obtained a license to carry a concealed handgun from the State of Ohio.

As a teacher at East High School, I think teachers and school personnel with concealed-carry licenses should be allowed to carry their weapon with them to school. The Ohio Revised Code gives teachers and school personnel this right if their Board of Education gives them permission.

Secondly, I have talked a good bit to Larimer County elected Sheriff Justin Smith, and he is 100% against the laws...in fact, his testimony on the unenforceability of these laws was snubbed by the Senate Judiciary Committee Monday. Ft. Collins and Larimer County are also hotbeds of shooting competitions.

These four Senators hold the key to stopping one of more of these horrific bills, and I understand they are swamped with contacts...but we need more!

Contact them, but DO SO WITH COURTESY AND HONOR! I have spent the last 2 business days at the State House, and I have not been treated with either courtesy or honor. Pissed me off, and that's the last thing we want to do with our legislators.

Hundreds gather at events around the state to express support for gun rights

Hundreds of Ohioans who love the Constitution joined thousands upon thousands at more than 100 "Day of Resistance", or .223 rallies, events in all fifty states to express their support for the Second Amendment on Saturday, February 23.

Gun-rights advocates pulled off a coordinated 50-state protest over the weekend with little time and even less money, but their adversaries in the gun-control movement were unimpressed.

Critics of the Guns Across America national rally took to social media within hours of the Saturday event to contrast the event with shootings occurring the same day, notably a mass murder near Albuquerque, N.M., that left five dead.

"In addition to the shootings at gun shows yesterday, the 1st 'Gun Appreciation Day' concluded w/ a gruesome mass shooting in #NewMexico," said the Coalition to Stop Gun Violence in a Sunday post on Twitter.

Gun owners argue that such lawless attacks only underscore their argument. Under President Obama's proposed gun restrictions, they say, criminals would still find a way to obtain firearms, but law-abiding citizens would find it more difficult to defend themselves.

"In the hands of law-abiding citizens, guns will not be used to commit evil against other law-abiding citizens," said Bonnie Rider of Pueblo, Colo., who spoke at the Guns Across America-Colorado rally in Denver. "Criminals and the mentally deranged will continue to use gun-free zones as their killing grounds."

Thousands of protesters rallied at state capitol buildings in all 50 states in a mass demonstration aimed at countering the president's proposed firearms restrictions. Guns Across America reportedly was initiated by Eric Reed, a Texas airline pilot who launched the idea through Facebook and other social media.

The rallies were organized by unpaid volunteers and had a distinctly low-budget feel. At the Colorado rally, for example, organizer Don Dobyns repeatedly asked demonstrators to chip in a few bucks to cover the cost of the portable toilet rental.

The crowds ranged from about 2,000 in New York and Oregon to about 80 in South Dakota, according to news reports.

At least six "official" Day of Resistance rallies were held here in Ohio.

The Dayton Daily News reported that about 150 people gathered on Courthouse Square Saturday afternoon.

They carried signs proclaiming "Come and take it," "Just say no to gun control," and "Guns save lives" at the event — organized by the Dayton Tea Party — to protest proposed gun regulations from President Barack Obama that party President Don Birdsall said will infringe on Second Amendment rights and lead to a "slippery slope" that could end in gun bans.

"This gathering has to do with the Second Amendment,” he told the audience. "But I think we all realize that's the amendment that protects all the others."

More than 100 events across the country were organized in the wake of the Newtown, Conn., school shootings and Obama's proposals to curb gun violence, said Birdsall of Englewood.

Coverage of the events here in Ohio offered plenty of opportunity for media bias.

In its coverage, WDTN (NBC Dayton) described Dayton's crowd of 150 as being "dozens" of people, and also showed bias in using the same word to describe the more than 100 events nationwide.

The Dayton Daily News quoted the Ohio Coalition Against Gun Violence's Toby Hoover repeating a lie that 90% of Americans support President Obama's gun control agenda.

The Columbus Dispatch didn't even bother to mention the events around the state in its coverage of a single counter-protest organized by gun control extremists in that city, instead mentioning how there were only a "few" pro-gun people on hand.

In not one of the articles, including WBNS (CBS Columbus) coverage of the same counter-protest and which quoted a number of victims of gun violence, did the media address the fact that none of the President's proposals would have stopped the horrific events in Connecticut last December.

Shelby Co. Sheriff's office holds first concealed carry/ firearms training course for school administrators and select teachers

Dayton television stations WDTN (NBC) and WRGT (Fox) are reporting that Shelby Co. Sheriff John Lenhart held the first session of the free 16-hour gun training course he has developed for area teachers and school administrators.

From WDTN:

"You tell me one more thing that's more important to do than to protect the kids of this county," says Shelby County Sheriff John Lenhart

He never thought it would come to this.

"There's nobody that's excited about having guns in school. I mean this is last resort stuff, I get that. But what other alternatives do we have?" asks Sheriff Lenhart.

More than 60 teachers, administrators and staff from schools throughout Shelby County have signed up for the free 16-hour gun training course.

"If there's a way we can make sure to keep the students safe then we have to take every opportunity to do so," says Sidney High School teacher Joe Spangler.

The goal is not only to teach educators how to shoot, but also how to be offensive should a tragedy happen like the school shooting massacre at Sandy Hook Elementary in Connecticut last December.

"I'd like to know that I have the capability to do whatever it takes to keep our kids safe and if that means that I need to carry a gun, if that means that I need to be able to protect the halls of the school, then I definitely want to be able to do that," comments Hardin-Houston Local School District Superintendent Larry Claypool.

Sidney City Schools Superintendent John Scheu is also taking the course. He says the school board is considering lots of different ways to improve security in the district, including having armed resource officers in every school building, along with an armed response team.

WDTN also quotes Sheriff Lenhart as saying his office has seen a huge increase in the number of people getting their concealed handgun licenses, and that he couldn't think of a better way to use that extra money than to pay for this program.

Biden Advises Shooting Shotgun Through Door

Vice President Joe Biden told Field & Stream magazine in an interview published Monday, "[if] you want to keep someone away from your house, just fire the shotgun through the door."

Coincidentally, a 22-year-old man in Virginia Beach, Va., was charged Monday with reckless handling of a firearm after doing just that a couple days earlier.

Local TV station WAVY 10 reports that the man observed two masked men leaning into his bedroom window. The men allegedly had weapons and told him to close his bedroom door. He stepped outside of his bedroom and did as instructed, then fired his shotgun through the closed door and then several more times at the window.

Earlier this month, Biden told an interviewer that he had advised his wife, Jill, "if there's ever a problem, just walk out on the balcony here, walk out and put that double-barrel shotgun and fire two blasts outside the house."

According to Delaware attorneys contacted by U.S. News, in Biden's home state it is only legal to use deadly force if there is reason to fear imminent loss of life. Shooting a gun in the air could result in felony reckless endangering and aggravated menacing charges, in addition to misdemeanor charges, the lawyers said.

In December, Biden was selected by President Barack Obama to lead a task force on establishing new federal gun control laws. In January, Biden presented Obama will proposals including limiting the bullet capacity of gun magazines and establishing universal background checks for all gun purchases.
